HSE is non-compliant with procurement rules

A review by the Comptroller and Auditor-General (C&AG) has identified a significant level of non-compliance with procurement rules first introduced in 2002 in relation to the HSE’s 2013 expenditure, partly blamed on the lack of a single national financial and procurement system.
